The NDA was established in April 2005 as a result of the Energy Act 2004. It is responsible for UK's civilian public nuclear legacy. Ownership of 20 nuclear licensed sites in the UK was transferred to the NDA on April 1st 2005. The 20 sites are a combination of decommissioning Magnox sites, operational Magnox sites and former BNFL and UKAEA sites.

It also expected that the NDA will have responsibility for the decommissioning of the facilities at Culham when operations have ceased.
In April 2010 ownership of the Springfields site reverted to Westinghouse.
The core objective of the NDA is to ensure that the sites are decommissioned and cleaned up safely, securely, cost effectively and in ways that protect the environment for this and future generations.
In October 2006 the Government announced that the NDA would take an extended role as the single UK body responsible for implementing geological disposal of higher activity radioactive waste
The NDA awards contracts to Parent Body Organisations (PBOs) to operate the sites on behalf of the NDA. Up to June 2010 the following contracts have been awarded.
On March 31st 2008 the contract to operate the Low Level Waste Repository near Drigg was awarded to UK Nuclear Waste Management Ltd - UKNWM
A consortium led by URS Corporation - Washington Division and including Studsvik, Areva and Serco Assurance.
On November 24th 2008 the contract to operate Sellafield Ltd was awarded to Nuclear Management Partners Ltd. The Partners of the consortium are URS' Washington Division, AMEC and Areva.
Sellafield Ltd includest the reprocessing and storage facilities at Sellafield, the former nuclear power stations at Calder Hall and Windscale, the Capenhurst nuclear site and the Engineering Design Centre at Risley.
On April 1st 2009 the contract to operate the National Nuclear Laboratory was awarded to a consortium of Serco, Battelle and The University of Manchester.
Further contracts will be awarded to operate the Magnox Sites, Dounreay Site Restoration Ltd and Research Sites Restoration Ltd consisting of Harwell and Winfrith.
